Searching for the best travel agent in Kashmir returns long lists and few ways to tell agencies apart. This guide, from the TDI Holiday Ventures planning desk in Srinagar, gives a ten-point checklist, the red flags and the places where you can verify an agency yourself. TDI is one of the agencies you may be comparing, so we say where that matters.

Who is the best travel agent in Kashmir?

No list can answer that for you: a ranking on a travel website reflects its author's choices, not an official assessment. The useful question is which agency can prove what it promises. Five things make an agency checkable: a current J&K Tourism registration, hotel and vehicle details in writing, payment and cancellation terms in writing, a named person who runs the trip on the ground, and payment to the registered business.

Does it matter if the agency is local or outside Kashmir?

Less than people assume, and in a different way. An address is no guarantee, but it does change who is physically responsible for your trip once you land.

A circular reported on 9 October 2021 told travel agents (locals as well as outsiders), hoteliers and houseboat owners to check a unit's registration with the Department of Tourism before booking it, after tourists complained of fraud and of money not being returned. Police in Srinagar busted fake travel agencies in cases reported in 2015 and 2018. In April 2023, officials said at least 28 tourists from Mumbai were stopped at the Gulmarg gondola with fake tickets that, according to the officials' statement, were issued by the group's Mumbai tour operator and edited by its tour manager.

QuestionAgency based in KashmirAgency based elsewhere in India
Who delivers the trip?Ask whether its own staff and vehicles do, or a partner.Ask for the Kashmir operator's name. A destination management company is a local firm that runs tours and transport for visiting travel agents.
Which registration to ask forIts own J&K Tourism certificate. The Kashmir operator's certificate, as well as the agency's own papers.
If a hotel, road or vehicle problem comes upThe office is in Srinagar. In our view, that is the closest place to fix it.Your contact is at home and the fix comes from the Kashmir partner, so get that number before you travel.

Our view: choose the agency that tells you plainly who will meet you at the airport, who owns the vehicle and which hotels you will sleep in, wherever its office is. An outside agency that names its Kashmir operator and shows that operator's certificate is easier to trust than a Srinagar address with a WhatsApp number and nothing else.

What registration should a Kashmir travel agent show you?

Travel agents in Jammu and Kashmir come under the Jammu and Kashmir Registration of Tourist Trade Act, 1978. Its section headings include registration, the certificate of registration, a certificate 'to be kept exhibited', black-listing of travel agents and a penalty for default in registration. These are headings, not legal advice: the Department of Tourism can tell you the exact duties.

Certificates are renewed, so check the validity date. A Greater Kashmir report of 5 January 2025 says the Kashmir Chamber of Commerce and Industry objected to a 21 December 2024 notice from the Director of Tourism, Kashmir, on renewing tourism registration certificates, and names tour and travel businesses among those struggling with renewal. Ask for the firm's registered name, the number, the expiry date and the address on the certificate, and check that the name matches your quote and the account you pay. Registration shows an agency is on the Department's books. It is not a rating of its service.

The Open Government Data platform publishes a national list of approved travel providers, covering travel agents, domestic, inbound and adventure tour operators and tourist transport operators. A listing there is an extra check, not a replacement for the J&K registration.

What is the ten-point checklist before you pay?

Send these ten questions by WhatsApp or email before you pay anyone, and keep the answers. To compare two quotes, put both on the same ten lines for the same dates, travellers and room type; our budget packages page shows what sits behind a package price.

Ask forWhy it mattersA clear answer looks like
1. The J&K Tourism registration certificateThe Department told agents in 2021 to confirm registration, and certificates are renewed.A photo showing firm name, number and validity date that match your quote.
2. Legal name, office address and a phone you can callThe fake agencies in the reported Srinagar cases ran on fake websites.A name and address that match the certificate and the map listing.
3. A hotel or houseboat name for every night, with room type and meal planA named property can be checked. 'Deluxe hotel' cannot.Names per night and a written meaning of 'or similar'.
4. Vehicle type, AC, and the driver's name and numberYou need to recognise the car at the airport. The same model for the whole trip, with driver details before you land.
5. What is left outOur own 4N/5D package page excludes gondola tickets, pony rides, guide charges and entrance fees.A line-by-line list of inclusions and exclusions.
6. The advance, the balance date and the payee nameIn a reported 2015 case, a fake agency used a bank account opened under a false identity. An amount in writing, a receipt, and a payee name that matches the firm.
7. What happens if the plan has to changeWeather, road closures and official restrictions can change a plan.Who pays what if a road or a sight closes or the plan has to change, written in the quote.
8. Which tickets come from official portalsGondola tickets have an official e-ticket domain, and the Shrine Board told devotees in 2022 to book helicopter seats only on its recognised portal.Tickets in your name from the official portal, not a screenshot.
9. The operator on the groundAgents from outside Kashmir book Kashmir units, and the 2021 circular warns about unregistered ones. The Kashmir operator's name, certificate and phone number.
10. Who answers during the trip, and whenA hotel or vehicle change needs someone with authority to make it.A named person, a number and the hours it is answered.

Which red flags should make you stop?

  • No certificate, or one whose firm name differs from the quote or the payment account.
  • Only a website and a WhatsApp number. The 2015 and 2018 Srinagar cases involved fake websites, and the 2018 case also email, WhatsApp and fake itineraries.
  • A request to pay into an account or UPI name that does not match the firm, or to pay everything at once to hold a price.
  • Missing confirmations or phone numbers that stop answering. The Indian Cyber Crime Coordination Centre's April 2025 advisory names both as signs of fraud, and says not to click sponsored links, adverts or WhatsApp messages for bookings.
  • Gondola tickets or helicopter seats offered by touts or through sites that are not the official portal. The J&K Cable Car Corporation advises booking online and not falling prey to touts, and the Shrine Board in 2022 warned devotees to buy tickets only through its recognised portal.
  • Hotel names withheld until after payment, or a price far below every other quote for the same hotels and days. Ask which line was removed.

Where can you verify an agency, and who do you call if something goes wrong?

Online payment fraudHelpline 1930 and cybercrime.gov.in.The 2025 advisory says to report immediately.
Cheating by an agency in SrinagarTourist Police Station Srinagar, where the 2018 cases were registered.Take the chats and payment proof.

What if you have already paid and something is wrong?

Collect the quote, receipts, chat and payment proof, then write to the agency with what you want and by when. If that fails, call the National Consumer Helpline. If you paid a suspected fake agency, call 1930 and report at once. Complaints have led to action: in an April 2022 advisory, the Department of Tourism said that after a tourist group complained it blacklisted the provider and began criminal proceedings. That is no promise for your case.

Where does TDI fit in?

TDI Holiday Ventures is a travel agency based in Srinagar, and we wrote this page, so we are not a neutral judge. Use the checklist on us too. Our packages publish a price table by group size; the lowest figure in those tables is ₹8,100 per person for six travellers on the 3N/4D Quick Getaway, against ₹11,950 for two. Hotel names on package pages, such as the 4N/5D Kashmir Classic, are listed with '/ Similar', so ask which property you will get. Our certifications and affiliations page shows the trade memberships and approvals we list, with the membership certificates.

Questions travellers ask

Is a local travel agent in Kashmir better than one outside Kashmir?

Not automatically. A 2021 Tourism Department circular named local and outside agents among those booking unregistered units, and the fraud cases we cite involve agencies in Srinagar and one tour operator in Mumbai. Judge any agency on its registration, its written inclusions and who runs the trip on the ground.

How do I check whether a Kashmir travel agent is registered?

Ask for the J&K Tourism registration certificate and read the firm name, number and validity date. Check that the name matches your quote and the account you pay, then confirm with the Department of Tourism, Kashmir. A listing on the national approved-providers list is an extra check, not a replacement.

How much advance should I pay a Kashmir travel agent?

The advance is the agency's own term, so ask for it in writing: the amount and the date the balance falls due. Pay to an account or UPI name that matches the registered firm, and keep the receipt. Be wary of any request to pay everything at once to hold a price.

Where can I complain about a travel agent in Kashmir?

For service disputes, call the National Consumer Helpline on 1915 (8 AM to 8 PM) or use its WhatsApp number, +91 8800001915. For online payment fraud, call 1930 and report on cybercrime.gov.in at once. The Department of Tourism has blacklisted a provider after a tourist group's complaint, and Tourist Police Station Srinagar has registered cheating cases.

Are Google reviews enough to choose a Kashmir travel agent?

No. Reviews are one input and cannot replace the registration certificate and the written terms. Read their dates and the agency's replies to complaints, look for trips like the one you want, then still ask for the certificate, named hotels, driver details and payment terms in writing.
